مفوّض الشرق الأوسط للجنة الدولية لحقوق الإنسان يلتقي رئيس الهيئة الصحية ومدير لبنان / Middle East Co

عقدت اللجنة الصحية في اللجنة الدولية لحقوق الانسان اجتماعها الدوري برئاسة الدكتور عبد الرحمن شاهين مع مفوض الشرق الاوسط لحقوق الانسان في اللجنة الدولية لحقوق الانسان ومستشار شؤون اللجنة الدولية لدى الامم المتحدة السفير الدكتور هيثم بو سعيد ومدير مكتب لبنان في اللجنة الدولية لحقوق الانسان الأستاذ رامي فواز.

وقد استعرض الاجتماع، الزيارة التي قام بها مفوض الشرق الاوسط لحقوق الانسان لنقابة الأطباء في بيروت والتي طالب بها المفوض الآلية المقترحة من أجل العمل على حماية حقوق الأطباء ومنحهم الحصانة المهنية اسوة بالحصانة الممنوحة للمحامين المسجلين في الجدول العام لنقابة المحامين. كما ناقش المجتمعون، الترتيبات المتخذة لتنظيم العمل والتعاون مع نقابة الأطباء من خلال تشكيل لجان مشتركة بين اللجنة الدولية لحقوق الأنسان ونقابة الأطباء على أن تضم اللجنة ٦ أطباء مسجلين في النقابة تقوم بمتابعة المواضيع المشتركة مع اللجنة المقترحة من قبل نقابة الأطباء.

علماً انه لا يجوز طرح أي موضوع من قبل اللجان الا بعد طرحه والمصادقة عليه من قبل المفوض السفير الدكتور هيثم بو سعيد. أيضاً استعرض المجتمعون، النشاطات التي يمكن أن تنظمها اللجنة الصحية في اللجنة الدولية لحقوق الإنسان من ندوات ومؤتمرات واقتراح تعديل قوانين، وخدمات طبية. والتي بدورها تحتاج الى الدعم الفني والمعنوي والخدماتي التي يمكن ان تقدمه نقابة الأطباء من تمويل وتسهيل للمشاريع بعد الموافقة والمصادقة عليها من قبل اللجنة الدولية لحقوق الإنسان، وفي هذا الإطار، بحث المجتمعون إمكانية مساعدة المجتمع الدولي لدعم المشاريع الصحية في لبنان، عبر تقديم التمويل لتطوير مستشفى طبي في لبنان من شأنه تقديم الخدمات الطبية الأولية اللازمة لأي مريض بالتعاون مع نقابة الأطباء والتي تقوم بدورها في المساهمة المادية والفنية واللوجستية لهذه المشاريع ومناقشة أفكاراً أولية حول كيفية تطوير الأعمال الطبية. وبعد التداول والمناقشة توصل المجتمعون الى وضع الآليات اللازمة للبدء بتفعيل عمل اللجان، ولاسيما اللجنة الصحية على الصعيد المحلي

The Health Committee of the International Human Rights Commission held its periodic meeting in the presence of Dr. Abdel Rahman Chahine with the Commissioner of the Middle East for Human Rights in the International Human Rights Commission and the IHRC’s Advisor to the United Nations Ambassador Dr. Haitham Bou Said and the Director of Lebanon Chapter of the International Human Rights Commission Mr. Rami Fawaz.

The meeting reviewed the latest visit that the Commissioner of the Middle East for Human Rights conducted to the Doctors’ Syndicate in Beirut, where the Commissioner requested to apply the proposed mechanism to work on protecting the rights of doctors and granting them occupational immunity relative to the immunity granted to lawyers who are registered in the Lebanese Bar Association.

The meeting also discussed arrangements for organizing the work and cooperation with the Doctors’ Syndicate through the formation of joint committees between the International Human Rights Commission and the Doctors’ Syndicate. The committee should include 6 registered doctors in the syndicate, who will be responsible on following up on common topics with the committee proposed by the Doctors’ syndicate. Knowing that the health committee should not discuss any topic with the syndicate without prior discussion and approval from IHRC Commissioner, Ambassador Dr. Haitham Bou Said.

The participants also reviewed the activities that could be organized by the Health Committee of the International Human Rights Commission including seminars, conferences, workshops, propose amendments to laws, and medical services; this in turns requires technical and proper support from Doctors’ Syndicate who might be responsible for funding and facilitation of projects approved by the International Human Rights Commission.

In this context, the attendees discussed the possibility of obtaining assistance from the international community in order to support health projects in Lebanon or Medical Diagnostic Centers that offers primary medical services for any patient in cooperation with the Doctors’ Syndicate; which will provide material, technical, and logistical contribution to such projects and discuss preliminary ideas on how to develop the medical work. After deliberation and discussion, the participants reached the necessary mechanisms to start activating the work of the committees, especially the health committee nationwide.
